Flying with oil paints

Hi there
I live in South Africa & Geneva paints are not shipped here. My sister is going to London in a few months & can bring back the paints in her checked-in luggage (not hand luggage). So questions: are Geneva paints flammable? Should she declare them & what should she call them? Google says "artist colours" rather than oil paints. The paints are a huge expense with our very weak currency so I don't want to be in a position where she has to remove & leave them at the airport so I need to be very sure. Will Geneva provide a letter stating that the paints are non-flammable?? Many thanks Nicky
